What separates effective governance from performative governance is specificity. Generic “AI ethics committees” rarely change outcomes. Governance that defines override rights, documentation requirements, and challenge mechanisms creates genuine accountability. 

Strategic pilots: choosing problems that build confidence 

Once governance is in place, the question becomes: where to start? 

High-performing agencies choose pilots not only for technical feasibility, but for their ability to demonstrate value while managing risk. The strongest early use cases: 

  • Address genuine operational pain points 
  • Focus on augmenting human judgment rather than replacing it 
  • Operate in contexts where errors have limited consequences 

Examples include automating routine data handling, improving predictive maintenance schedules for public infrastructure, or enhancing service accessibility through natural language processing. These deliver measurable efficiency gains without introducing decision-making risk in sensitive areas like eligibility determination or enforcement. 

What makes a pilot strategic isn’t just the use case, it’s how it’s framed. Pilots that treat AI as a process improvement tool build different capabilities than pilots that treat AI as decision automation. The path forward 

AI has the potential to significantly improve government services, making them more efficient, more accessible, and more responsive. But achieving this requires a deliberate strategic choice. 

Agencies that put governance before technology, treat pilots as capability-building exercises, and embed accountability from the outset consistently achieve better outcomes. 

The question facing public sector leaders isn’t whether to adopt AI. It’s whether to adopt it in ways that build trust or erode it.
